To review, the revised plan proposed by Republican Senators calls for $37.7 billion in new federal spending per year for eight years in the first seven categories at the levels we reviewed. They propose paying for it primarily through increased usage-based taxes and fees and by streamlining permit processes, in addition to repurposing unspent COVID relief funding.
